China
★ Electric vehicle charging piles will soon be included in CCC compulsory certification.
In order to further strengthen product quality and safety supervision, the General Administration of Market Supervision decided to implement compulsory product certification (CCC certification) management for electric vehicle power supply equipment. The relevant requirements of the announcement are as follows:
◆ From March 1, 2025, the designated certification body began to accept CCC certification entrustment for electric vehicle power supply equipment (see the figure below for product description and definition). Certification institutions and laboratories undertaking relevant certification and testing work shall be announced separately.
◆ From August 1, 2026, electric vehicle power supply equipment that has not obtained CCC certification and marked with certification marks shall not be manufactured, sold, imported or used in other business activities.
★ The State Administration for Market Regulation has changed the mandatory product certification standards for wire components
The new version of the national standard GB/T 15934-2024 "Electrical Accessories - Wire Components and Interconnected Wire Components" has revised and integrated two old versions of the national standards GB/T 15934-2008 "Electrical Accessories - Wire Components and Interconnected Wire Components" and GB/T 26219-2010 "Electrical Accessories - Y-type Wire Components and Y-type Interconnected Wire Components", and will be implemented from October 1, 2025.
★ The switch compulsory product certification of household and similar fixed electrical devices is updated according to the standard.
The compulsory product certification of switches for household and similar fixed electrical installations is based on the standard GB/T 16915.1-2024 "Switches for household and similar fixed electrical installations Part 1: General requirements", which was issued on September 29, 2024 and will be implemented on October 1, 2025. The new standard will replace GB/T 16915.1-2014 from the date of implementation.
Hong Kong
The Office of Hong Kong Communications Authority (OFCA) has implemented a new conformance specification HKCA 1084, aiming at enhancing the radiation safety of wireless devices used close to human body (up to 20 cm). Major changes:
◆ Specific absorption rate (SAR) and incident power density limitation
◆ Compliance evaluation: Manufacturers and importers must ensure that their equipment goes through strict testing and certification procedures, including SAR measurement and incident power density evaluation. Manufacturers and importers of wireless equipment must now give priority to complying with these strict standards to ensure the safety of consumers.
Macau
On November 18th, 2024, Macao Post and Telecommunications Bureau (CTT) issued the Detailed Rules for the Implementation of Radio Communication Law (Administrative Regulation No.37/2024), which came into effect on January 1st, 2025. This new regulation clarifies the requirements and procedures for the approval of radio communication equipment and radio communication equipment, the sales license of radio communication network or radio station, the approval license of radio network or radio station and the license of wireless operator.
Taiwan of China
★ On December 25th, 2024, the Bureau of Standards and Inspection of Taiwan Ministry of Economic Affairs (BSMI) changed the current voluntary product verification of electric vehicle charging equipment (below 30 kW) into the scope of inspection, which will take effect from this day.
From July 1st, 2026, the listed commodities will be imported and the domestically produced commodities will be inspected. The inspection method is batch-by-batch inspection of type approval or dual-track parallel registration of verification, and the specified input code is C02. In case of batch-by-batch inspection according to type approval, the commodity shall first apply for type approval, obtain a type approval certificate, and report to the inspection before the commodity is imported or ex-factory; Those who log in according to the verification shall obtain the commodity verification registration certificate before the goods are imported or left the factory.
★ On December 20th, 2024, the Bureau of Standards and Inspection (BSMI) of the Ministry of Economic Affairs of Taiwan issued a notice on "Relevant Inspection Provisions for Products with Placed Lithium Energy Storage Devices", which included the products with Placed Lithium Energy Storage Devices in the list of items to be inspected, and took effect from this day.
The listed commodities shall be subject to the "extended burning test" in accordance with section 7.3.3 of CNS 62619(109 edition or 112 edition), and the two options of "7.3.2 internal short circuit test" or "7.3.3 extended burning test" at the battery system level in the test item of section 7.3 of the previous standard are not applicable.
★ On December 20th, 2024, the Bureau of Standards Inspection (BSMI) of the Ministry of Economic Affairs of Taiwan issued the announcement of "Relevant Inspection Provisions for Testing Power Conversion System Commodities", which will take effect from this day. With the "placed lithium energy storage device" (the battery capacity is less than 20kWh) included in the scope of BSMI inspection, the "power conversion system" (PCS) used in the energy storage device is included in the scope of inspection.
South Korea
★ Ministry of Science, Technology, Information and Communication of Korea (MSIT)
On November 26th, 2024, MSIT updated the technical standards of charging and data transmission methods for broadcast communication devices such as mobile devices and smart devices on the WTO website (only 3, 4 and 5 of Note were edited).
The technical standard requires that the following devices must be equipped with USB-C interface connectors: mobile phones, tablet computers, digital cameras, earphones, headphones, portable video game controllers, portable speakers, e-book readers, keyboards, mice, portable navigation devices, earplugs and notebook computers. The scope of the equipment is consistent with the European Union's universal charger regulation (EU) 2022/2380. The technical standard will come into effect on February 14th, 2025, and the laptop will be required to be equipped with USB-C interface from April 1st, 2026.
★ Ministry of Trade, Industry and Energy (MOTIE)
MOTIE issued an announcement on December 23rd, announcing the revision of the safety standard of restraint system for child occupants of motor vehicles under the safety certification system, aiming at introducing a stricter international standard (UN R129) and including the detection conditions of two-point retractable seat belts. This revision will take effect on January 1, 2025.
★ National Institute of Standards and Technology (KATS)
KATS issued an announcement on December 17th, announcing that the revision of the safety standard for electronic door locks under the safety confirmation system was open for comments, aiming at allowing secondary batteries to be used as the power supply for electronic door locks, adding detection methods and label information of secondary battery products, and updating relevant standards. The deadline for comments is January 10, 2025.
★ Energy Department (KEA)
Recently, KEA, the Korea Energy Agency, released the latest energy efficiency grade label certification system of MEPS in Korea, involving new energy efficiency label certification requirements for air purifiers, straight LED lamps (external drivers), dishwashers, computers and other products. The new certification scope of MEPS energy efficiency rating label in Korea is as follows:
Thailand
★ On October 31st, 2024, the Office of the National Broadcasting and Telecommunications Commission of Thailand (NBTC) issued the Technical Standard for Digital Radio Broadcasting Receivers (NBTC TS 3004-2567). For digital radio broadcasting receivers pre-installed in vehicles, it will take effect on October 31, 2025; For other independent digital radio broadcast receivers, it will take effect on February 28, 2025.
★ On November 14th, 2024, the Office of National Broadcasting and Telecommunications Commission (NBTC) of Thailand issued the revised Technical Standard for Telecommunication Equipment and Radio Communication Equipment Using 5.925-6.425 GHz Frequency (NBTC TS 1039-2567), which stipulated the minimum technical conditions for telecommunication and radio communication equipment using 5.925-6.425 GHz frequency range. This standard will take effect on November 15th, 2024.
European Union
On December 16th, 2024, the Committee of Member States (MSC) of ECHA agreed to add six substances to the SVHC list, and plans to formally add these six substances to the SVHC list in January, 2025. By then, the list of substances controlled by SVHC will increase to 248.
REACH regulations stipulate that when the content of SVHC in articles is greater than 0.1%, information must be transmitted in the supply chain; When the content of SVHC in articles is more than 0.1% and the annual export volume is more than 1 ton, it must be notified to ECHA.
According to the EU Waste Framework Directive, from January 5, 2021, suppliers who put goods with SVHC content exceeding 0.1% into the EU market should submit the relevant information of the goods to ECHA through SCIP database.
Saudi Arabia
Recently, SASO (Saudi Standards, Metrology and Quality Organization) issued the latest announcement on the implementation of unified port standards for smart phones and electronic equipment chargers, and responded to and explained the problems related to the application of the standards: SASO will accept the test report conforming to SASO IEC 62368-1:2020 "Audio/Video Information Technology and Communication Equipment-Part 1: Safety Requirements". Enterprises can submit a self-compliance statement in technical documents, promising that their products will standardize charging ports according to SASO IEC 62680-1-2:2023 and SASO IEC 62680-1-3:2023, and meet relevant performance requirements. From January 1, 2025, a one-year grace period will be provided. After the grace period is over, the enterprise shall submit the test report conforming to SASO IEC 62680-1-2:2023 and SASO IEC 62680-1-3:2023, and the Bureau of Standards will review the relevant decisions at that time.
America
On December 2, 2024, the Federal Communications Commission (FCC) issued a report and order with the number of FCC 24-124, which revised the emission limits of 24.25-24.45 GHz and 24.75-25.25 GHz bands (collectively referred to as 24 GHz bands). The report and order were published on the federal publishing website on December 13, 2024, and the effective date was January 13, 2025.
The report and order revised the rules of 24.25-24.45 GHz and 24.75-25.25 GHz bands (collectively referred to as 24 GHz bands) to implement some decisions made by the International Telecommunication Union (ITU) at the World Radiocommunication Conference (WRC-19) held in 2019. Specifically, the FCC revised the existing Part 30 to make it consistent with the limit of Resolution 750 adopted by WRC-19, so as to protect the passive frequency band of 23.6-24.0 GHz from the interference of unnecessary emission within the time frame after the adoption of WRC-19.
Mexico
On December 16th, 2024, the Federal Institute of Telecommunications of Mexico (hereinafter referred to as IFETEL) announced that 64-71GHz would be included in the free frequency band, that is, the public can freely use the frequency band without the license or authorization of IFETEL. In addition, IFETEL also prohibits the use of systems, devices, equipment or radio stations operating in the 64-71 GHz band on satellites, and stipulates that the 64-71 GHz band shall not be used for the operation of radio links across borders.
Canada
Canadian SAR requires that RSS-102 Issue 6 be enforced on December 15th, 2024. RSS-102 Issue 6 was officially released on December 15th, 2023, and a transition period of 12 months was given from the date of release. From December 15th, 2024, ISED Canada will only accept certification applications based on RSS-102 Issue 6, and enforce the new standard.
Morocco
According to the latest notice from the Moroccan Ministry of Industry, from December 2, 2024, all Moroccan COCs will be forced to apply through the Portnet platform required by the Moroccan government, and the application can only be initiated by importers. Portnet platform is a brand-new online system, which aims to simplify and digitize the application process of COC. The platform will be responsible for receiving all importers' requests about COC, and all COC-related documents must also be processed through the Portnet platform.
GSO
On October 30, 2024, the International Electrotechnical Commission issued a new standard IEC 60335-2-80:2024, which covers the safety requirements of household and similar electric fans. This standard is also one of the standards adopted by the Gulf Area Type Inspection Certificate (G Mark Certificate). Considering the transition period of two years, the G Mark certificate issued according to the previous version of the standard is valid until October 30, 2026. After this date, you will need to apply for a G mark certificate according to the latest version of the standard.
In addition, this version should be used together with IEC 60335-1:2020 (Ed. 6.0).
