The 63rd edition of the "Dangerous Goods Regulations" issued by the International Air Transport Association (IATA) integrates all the amendments made by the International Civil Aviation Organization (ICAO) Dangerous Goods Expert Committee, including the supplements to the 2021-2022 editions of the "Technical Instructions".
The following is the revised content related to the lithium battery transportation regulations:
1. Delete Part II of PI965 and PI968 Packing Instructions
In order to allow shippers time to adjust and use Part IB (if applicable) to transport lithium batteries and lithium batteries, the transition period is set to 3 months, that is, until March 31, 2022, shippers can continue to use Part II.
Note: Although there is a transition period of 3 months, it is considered to avoid the risk that the reports may be used by customers after the transition period. Therefore, our company recommends that the certification certificates of PI965 and PI968 Part II be updated in 2022 and not directly updated. Change to IB or IA according to the new appraisal. Customers who submit such renewal certificates should be prepared to replace the packaging pictures.
2. The revision clarified the packaging options of PI966 and PI969 Part I:
Lithium batteries or lithium batteries are packed in a UN box, and then placed in a sturdy outer packaging together with the equipment; or
Lithium batteries or lithium batteries are packed in the UN box together with the equipment.
The packaging options in Part II have been deleted because there is only one packaging method and there is no requirement for UN boxes.
3. The test summary requirements for devices that only contain lithium button cells (including circuit boards) have been removed, and it will take effect on January 1, 2023.
4. From January 1, 2023, the requirement to provide a phone number on the lithium battery operation label will be cancelled. The transition period is until December 31, 2026, during which time the existing logo can continue to be used.
