The Consumer Product Safety Commission (CPSC) issued a Supplementary Notice of Proposed Rulemaking (SNPR) to amend the 16 CFR 1110 Certificate of Compliance. The supplementary notice suggested that the certification rules should be consistent with other CPSC rules on testing and certification. At the same time, CPSC cooperated with US Customs and Border Protection (CBP) to simplify the process of submitting consumer product compliance certificates through electronic eFiling, including children's product certification (CPC) and basic product compliance certification (GCC).
At present, the Consumer Product Safety Commission of the United States is actively formulating eFiling and finalizing the rules. It is expected that eFiling will be officially implemented and become a mandatory requirement as soon as 2025. Future importers need to electronically file the data elements in the certificate that meets the requirements of the US Customs and Border Protection (CBP).
About the eFiling plan
EFiling is a modernized measure of the Consumer Product Safety Commission (CPSC) to submit certificate data. It aims to enable importers of controlled consumer goods to electronically file the data elements in the compliance certificate with the US Customs and Border Protection Agency (CBP) through the Partner Government Agency (PGA) Message Set, thus simplifying the process of submitting consumer product compliance certificates, including children's product certification (CPC) and basic product compliance certification (GCC).

When electronic filing of CPSC (filing), the importer shall provide at least the following data and information:
1. Identification of finished products (refer to global trade item number GTIN entry data);
2, the finished product has been certified for each consumer goods safety rules;
3, the production date of the finished product;
4. The place of manufacture, production or assembly of finished products, including the name, complete address and contact information of the manufacturer;
5. The date when the finished product was last tested for compliance with the above-mentioned consumer product safety rules;
6. Information of the testing laboratory on which the certificate depends, including the name, complete address and contact information of the testing laboratory;
7. Maintain test results and record personal contact information, including name, complete address and contact information.
