On October 9-13, 2023, the 19th meeting of the Persistent Organic Pollutants Review Committee (POPRC-19) of the Stockholm Convention was held at the headquarters of the Food and Agriculture Organization of the United Nations in Rome, Italy. At the meeting, the committee unanimously recommended the inclusion of two groups of chemicals, medium chain chlorinated paraffins (MCCPs) and "long chain perfluorocarbonic acids (LC-PFCAs) and their salts and related substances", in Annex A of the Convention for elimination, However, it is also proposed that these chemicals can still be used in specific circumstances, and the inclusion proposal, including special exemptions, will be considered at the Conference of the Parties to the Stockholm Convention in 2025.
In addition, the meeting also passed a risk profile on the highly toxic pesticide Chlorpyrifos, which is a highly toxic insecticide widely used in agriculture and is particularly dangerous to children and pregnant women, and can have adverse effects on the nervous system. In the following year, the committee will continue to evaluate the socio-economic impact and possible control measures of chlorpyrifos, and consider whether to recommend its inclusion in the Convention.
Background Introduction
The Stockholm Convention on Persistent Organic Pollutants is a global treaty aimed at protecting human health and the environment from the hazards of POPs chemicals. The Convention requires its contracting parties to take measures to eliminate or reduce the emissions of POPs into the environment. As of now, this legally binding convention has 180 contracting parties, almost covering the world. So far, more than 30 globally concerned chemicals have been included in the convention, and most of these substances have also been included in the EU POPs regulations.
