On May 16, 2022, the Ministry of Information and Communications of Vietnam issued a new version of the compulsory certification regulation 02/2022/TT-BTTTT, which specifies the products that need to be subject to conformity assessment (if in the form of certification and declaration). The regulation will come into effect on July 1, 2022, replacing the old 11/2020/TT-BTTTT and 01/2021/TT-BTTTT.
The new regulations set mandatory implementation dates for some standards, adjust the content of the mandatory list, and add new output power limit requirements for LPWAN devices. The specific changes are described as follows:
1. Some new product related standards are as follows
2. The following products will be removed from the mandatory list
? 5.8GHz equipment for road traffic
? High frequency wireless VHF equipment applied to lakes
? Inmarsat F77 equipment
The above devices will not need to apply for Vietnam wireless certification.
3. Move some products from Annex 1 (Mandatory Type Approval Certification and Declaration of Conformity) to Annex 2 (Mandatory Declaration of Conformity)
? Automotive radar (band: 76-77GHz)
? Common SRD products (operating frequency bands are: 13,553-13,567 MHz, 26,957-27,283 MHz, 40,66-40,7 MHz, 5725-5850 MHz, 24,00-24,25 GHz, 61,0-61,5 GHz , 122-123 GHz, 244-246 GHz.
? RFID (band: 13.56MHz)
? Other short-range wireless transmitting/receiving equipment listed in Appendix I 3.11
4. Increase the power limit of LPWAN devices
? 920 MHz-923 MHz: Max. 25mW (ERP) or 25 mW-306 mW (ERP)
? 433,05 MHz-434,79 MHz: Max. 100mW
5. The 02/2022/TT-BTTTT regulation clarifies that the products controlled by MIC need to match the customs codes (HS codes) and product descriptions listed in the tables in Annex 1 and Annex 2.
In addition, the Ministry of Telecommunications (MIC) of Vietnam has drafted a guidance document according to the regulatory requirements of 02/2022/TT-BTTTT, some products/standards such as 5G communications (base stations, SA/NSA mobile equipment), maritime and satellite mobile equipment, etc. Appropriately accept international standard reports issued by external ISO/IEC 17025 testing laboratories.
